APRIL 2019 4 Committee Doings Bay Water and Environmental The committee welcomed its newest member Michael Brown and will ask the Board to appoint Anne Rutland The committee settled on three projects for the remainder of this year and to carry over into next research to establish a long range plan for stormwater management Cherie Kiesler a community wide public education campaign to limit the use of single use plastics Larry Wolf a project to list Pelican Cove wildlife Cindy Wolloch The committee is also looking into the status of the Fund to Preserve Little Sarasota Bay Buildings and Facilities Wilbanks refurbishing Deferred pending receipt of bid Andy Marine presented a packet of information on solar electricity production as a draft of a proposal to the Board There was much discussion about landscaping issues financial aspects and details of solar voltaic production Eric Stackowicz requested an addition to discuss the federal tax credit and PC Condominium Association s ability to use it accepted Motion to send to the Board by Beth Duggan second by Bruce Fox passed unanimously Marine was asked to lead a subcommittee on general outdoor lighting fixtures Butch Lofchie discussed work with Angelo and a single vendor proposal for solar heat for four pools Brookhouse Glenhouse Pavilion Far Harbor Proposal included costs but needs more support for benefit calculations Discussion noted that gas heaters will remain to maintain temperature at night and in cases where the needed temperature delta exceed 15 degrees Business case to be built A C dual float switch for upper and lower units Eric Stackowicz noted the frequency and cost of damage from clogged a c drains that did not force the shutoff of the 2nd floor unit which uses the common drain This is an Association wide design problem He presented a schematic of the modification he had done to address this problem in his unit He requested assistance with publicizing this fix in the fall when people will be back and adding incentives if necessary to ensure its implementation It was decided to add this to the PC Maintenance Manual as soon as possible to make it available to everyone Finance Committee request for items under consideration Gabriel Sorgi proposed to list the items discussed in this meeting Solar Voltaic for Maintenance Building Geothermal for Pavilion Solar Thermal for 4 pools Outdoor Lighting fixtures Limo Drivers cannot find individual units Google has never mapped Pelican Cove so their application cannot direct drivers Steve Bramow has contacts at Google that we should use to get PC mapped Angelo led discussion of placing standard green street signs on post at entrance Agreement that prior decision should relieve stress on entrance marking and a post and small sign would not make a difference for strangers Gabriel Sorgi proposed Steve Bonfilio to fill his committee slot Bonfilio was approved by Brian Communications The New Owners Meet and Greet was very successful Ways to improve scheduling and promotion of the event for next year were discussed Improvements to content and use of the website are anticipated when we transition to a new provider Management has agreed that it will no longer be necessary to have 80 acceptance in order to use electronic notifications So far 38 of owners have agreed to receive electronic communications Once 50 agree electronic communication can be used for that 50 The consent form is being revised to make it easier to understand and door todoor solicitation will be used to try to reach the threshold A motion was passed to approve two forms or letters for service providers one to service providers other than contractors explaining waste disposal rules and one to contractors reminding them that they must remove all their waste The schedule of events for next year was agreed upon The Board of Directors will be one of the committees featured at the Committee Expo and Candidates Night will now be called Board and Candidates Night Finally a motion was passed to approve new or replacement bulletin boards in Far Harbor replacement on Clower Creek on the harbor side replacement at the Grovehouses near the dog park at the end of Pelican Point Drive and at the Glenhouses replacement Grounds Michael Williams will have the outside tree service remove several limbs that were overlooked during recent tree trimming Several common area beds were refreshed in the Grovehouse Brookhouse and Bayhouse areas New fruit trees were planted where old fruit trees needed replacement continued on page 13 Comcast New Equipment Signup Wednesday April 17 Friday April 19 11 a m to 3 p m in Pelican Pavilion
APRIL 2019 5 Manager s Report Don t Leave Home Without It By Jack Stevens General Manager By David Schowalter We continue working with Sarasota County and Benderson Development to have the extension of the re use main installed along Vamo Road which will provide direct service to the Brookhouse area and allow adequate re used water for our entire irrigation system We believe we have reached a point where the permit will be issued and Benderson will install the new section of main line However part of this process exposed problems with our aging irrigation system that require attention being tied down That s right it s that time of year again time to think about securing your kayak canoe from gale force winds Our system is 40 years old and has been modified and added to over the decades We identified sections of the system that were no longer performing as efficiently as they should be a few months ago and had been revamping those areas As part of the permitting process for 100 re use irrigation the County requires stricter controls on how we irrigate which necessitated further adjustments to our system and how we operate This has been a challenging task as we have over 200 valves that must be manually operated in order to irrigate the entire 75 acres With a manually operated system the sequencing of valves called runs that are turned on and off has always been based on maximizing flow that can reach different areas of the property and the time it takes staff to get from valve to valve In doing so we have been using more gallons per minute gpm than the County s re claimed system can sustain In order to meet the reduced gpm we have reworked our irrigation runs to reduce the volume of water used at any one time We are also troubleshooting our system and altering the style or reducing the number of heads where possible to cut down on the amount of water each landscape bed uses Successfully achieving these adjustments has pushed our existing system to its limits and we should continue to work on ways to be more efficient Meeting these stricter requirements and achieving 100 re use irrigation while challenging is good for Pelican Cove and reduces our impact on the environment We are steadily cutting back on the amount of irrigation water that is wasted from over watering plants or by runoff that is not absorbed by the landscape beds and ends up on our walks and roads Controlling runoff is healthy for Little Sarasota Bay as it reduces the nutrients that are entering the bay from our irrigation Going to 100 re use water eliminates the fresh water our wells pull from the ground which helps replenish our aquifer and reduces salt water intrusion into the underground water tables Kayak and canoe owners must abide by the Hurricane Regulations in the Rules We Boat By All boat owners may be liable for damage to the property of others due to their negligence During the hurricane season June 1 through November 30 you or an alternate Sarasota resident must be available to secure your boat Snowbirds would be wise to secure their boats prior to leaving and if you ve changed your alternate be sure to leave the name and phone number of your new local living backup looking after your boat with the PC Office Office Notes Pool Reminders Summer is coming and that is a very busy time of year for pool and spa use Residents are asked to remind their guests to obey all of the association rules wearing coverups to and from the pool no jumping or running around the pool and children under the age of 12 must be supervised by a parent or designated guardian at all times For health reasons State law prohibits children from using the spa and pets are not permitted in pool areas or in the pools Renovations of Units If you are planning renovations to your unit while you are away from Pelican Cove please contact the office to add to your permanent guest list the name of all individuals or companies who will need access to your unit Adding them to your permanent guest list will reduce the number of problems associated with authorizing entry to the property or your unit When the project is completed simply notify the office and the contractor s names can be removed Pets A reminder that The Rules We Live By state that owners walkers must clean up after pets Pets cats and dogs must be on a leash at all times when outside the unit Please Pick up after your pets

12 Plastics What s the Story By Larry Wolf Bay Water and Environmental Committee The more clearly we can focus our attention on the wonders and realities of the universe about us the less taste we have for destruction Rachel Carson Pelican Cove has an admirable record of concern for and protection of our environment Our climate adaptation study showed us how to live better in communion with nature We recycle old medicines on our pill disposal days and we recycle toxic paints and materials PC residents periodically weed our beautiful gardens With the local Science and Environment Council and the Bay Estuary Program we participate in county wide cleanup and informationsharing events This is a record that we can all be proud of consistent with our desire to maintain and enjoy our stunning natural environment here at Pelican Cove It displays our sensitivity to and concern for our relationship to our natural surroundings Mother Nature is generous with us and we are considerate in return However there is a growing awareness locally and throughout the country about the harmful impact of our stunningly wasteful use of plastics Some facts Americans throw away 100 billion plastic grocery bags every year and 500 million straws every day Only 12 percent is recycled The rest goes into landfills and 9 million tons go into our waters every year Five trillion pieces of plastic in our oceans can circle the world 400 times The plastic island in the Pacific is twice the size of Texas Since 1950 9 billion tons of plastic have been produced they can take 1 000 years to break down but never biodegrade and are around forever Over one million sea birds die every year from ingesting plastic it kills hundreds of thousands of sea creatures turtles mistake it for jellyfish and eat it all fish we eat contain it Ninety three percent of all bottled water has microplastics we eat up to 11 000 plastic fragments in our seafood each year Plastic entering the world s oceans is projected to increase 10 fold by 2025 By 2050 plastic will outweigh fish in the ocean pound for pound Plastics create a significant litter problem comprising up to 80 percent of the volume of litter on roads parks and beaches and 90 percent of floating litter in the ocean Here is what we can start doing immediately Stop using single use APRIL 2019 Plastic bags one reusable bag has a lifespan equal to more than 700 plastic bags Clamshell to go polystyrene containers Sarasota lacks the facilities to recycle polystyrene Plastic cups lids straws water bottles Start doing this Carry reusable bags to the grocery the mall the hardware store Publix sells reusable bags for 99 Replace produce bags with lightweight mesh bags that can be weighed without adding to the scale Recycle plastic bags wraps and film at stores that accepts this material Bring your own cup to coffee shops Refuse straws On the government level we still face many obstacles In 2008 Florida s legislature influenced by the Florida Retail Federation prohibited local governments from banning plastic bags and containers and in 2016 extended this prohibition to plastic foam The Florida State Senate Commerce and Tourism Committee recently approved Bill 588 that puts a five year moratorium on local plastic straw bans to study the problem Yet states and localities recognize this as a serious problem Seattle banned plastic straws and utensils in restaurants and California is considering a statewide ban on some plastic products Malibu has banned Styrofoam and plastic bags Sarasota City leaders are considering banning single use plastic straws and Styrofoam in public places along with bans in St Petersburg Sanibel Fort Meyers Hollywood Surfside Coral Gables and Miami Beach A Sarasota resolution supports legislation giving smaller Florida cities the ability to regulate or ban plastic grocery and retail bags Sarasota is committed to the long term goal of reducing the harms of plastic pollution on our fragile environment and committed to ensuring a thriving attractive and safe environment for current and future residents and tourists the resolution reads Florida advocacy groups are encouraging consumers and businesses to make changes on their own Rethinking Plastic Sarasota org has since 2017 been educating the public about excess food packaging and sustainable practices The following local restaurants are on board 1812 Osprey Blu Island Bistro Blu Kouzina Cask Ale Dry Dock Grill Element Eliza Ann s Coastal Kitchen Evie s Fins at Sharky s Gecko s 6 restaurants Gulf Drive Caf Indigenous Restaurant Jack Dusty Kacey s Seafood Left Coast Seafood Co MADE Restaurant Oasis Caf Pazzo Southside Seafood Shack Sharky s on the Pier SKOB Snook Haven and Trader Joe s continued on page 13
