PELICAN C n e w s VOLUME XLI NO 5 All the news that fits Movie Night 7 p m Pavilion May 14 28 Happy Hour 5 30 p m Wilbanks May 24 Social Club 1 p m Pavilion The PC Office Will Be Closed Monday May 25 for Memorial Day Hurricane Awareness Coffee Tuesday May 5 Pelican Pavilion 10 a m MAY 2015 Proposed Declaration Amendment Adopted Special Events May 3 17 VE At the April 7 reconvened session of the February Annual Meeting voting was formally closed and results tallied on the proposed amendment to our Declaration of Condominium effectively limiting unit ownership by non resident investor entities Of the 570 unit Over 100 people turned out to participate in Pelican Cove s first ever Diner en owners 78 percent of all Blanc on the Wilbanks patio on Sunday April 27 photo by Alice Hawrilenko eligible voters casting ballots 52 voted no while 518 71 percent voted yes exceeding the 67 percent of all owners required for passage Flood Insurance and Campus Lighting Re wiring top the April Board Agenda Every year at this time the renewals for our association flood insurance policies come to the board for approval Although as much care as possible is taken at budget time to project this major and required expenditure the actual rates are not set by the insurers until 45 days before our April 15 renewal date This year through a combination of higher fees levied by FEMA and rate increases from our carrier the board was faced with approving renewal premium increases of 20 percent versus our budgeted estimates of five percent The reserve capacity built into our Insurance Renewal Fund will allow the resulting overage of approximately 70 000 to be absorbed without direct impact on our operating budget Action was also taken by the board to speed up the process of replacing the aging underground wiring for our campus lighting PC has an effort underway to replace this wiring but the age and vulnerability of this system has been evidencing itself in increasing A review on being prepared for a storm numbers of outages that leave portions of neighborhoods without street building and carport lights requiring emergency repairs by our already very busy chief electrician More full time electrician attention is required to address this safety and disruption concern more quickly than present resources allow The expenditure the board authorized involves the commitment of funds for an additional full time electrician s assistant not only for the balance of this year but also has budget implications for our 2016 budget The added expense for this year is unbudgeted continued on page 9 INSIDE THIS ISSUE Editorial Notes 2 PC Climate Change 4 Meet Your Neighbor 8 President s Post 3 Connie s Corner 5 Classifieds 15

MAY 2015 3 President s Post BOARD COMMITTEE MEETINGS By Gary Gulden President The lovely spring weather continues here at PC accompanied by the increasing northern migration of our snowbirds including the Guldens While our program activities start shifting toward their quieter summer mode there remain some important business activities that I want to keep you informed about By now most PC owners have learned that the proposal to amend our Declaration of Condominium to limit ownership of PC units by other than residents or resident controlled entities received yes votes in excess of the required adoption threshold of two thirds of all unit owners What I would like to draw attention to however is not the result but rather the degree of participation in that vote and the effort required to obtain that level In all 570 votes were cast meaning that 160 owners or over 20 percent chose not to participate in spite of two waves of very vigorous get out the vote efforts by the staff and a sizeable group of volunteers led by the Planning Committee It is concerning that so much effort is needed to motivate owner response to matters of community concern At the recent Annual Meeting where the results were announced the Planning Committee was urged to extract the lessons learned from this experience by documenting all of the various obstacles encountered in this effort and assessing the effectiveness of the various forms and channels of communication involved We look forward to their findings and recommendations Committee meetings scheduled for the month of May Check Channel 195 the PC website or the Office for any changes Board Workshop Tuesday May 12 1 30 p m Harbor Club Board of Directors Meeting Tuesday May 19 1 30 p m Pelican Pavilion B F Committee Friday May 8 9 a m Wilbanks Conference Room Finance Committee Friday May 22 9 30 a m Wilbanks Conference Room Harbor Committee Wednesday May 6 9 a m Harbor Club Elsewhere in this issue is a report of higher than budgeted costs for our 2015 2016 flood insurance Again I draw your attention not to the instance but to the policy and practice the Association has long ago adopted to cushion the impact of such unanticipated increases in insurance expenses The total cost of PC s insurance policies for fire windstorm flood liability and commercial crime is the single largest item in our budget representing more than 25 percent And despite best efforts by our staff Finance Committee and insurance agents insurance premiums especially for windstorm and flood protection are notoriously difficult to forecast Mother Nature is a principal culprit but so are state and federal agency decisions and the ebb and flow of capital into the insurance and reinsurance marketplaces To help absorb the impact of this uncertainty the association has established The Insurance Renewal Fund continued on page 11 Hurricane Preparedness Hurricane Season Starts June 1 As soon as Sarasota County issues a tropical storm or hurricane warning residents must remove all outdoor objects patio furniture hanging pots grills hoses plants decorative items and other unsecured items These must be moved inside to limit the amount of flying debris Fire Department regulations do not permit storage of propane tanks in apartments EMPTY propane tanks can be stored in a carport storage area If you do not have a carport storage area EMPTY propane tanks must be chained to the carport post Full tanks should be emptied If it is necessary for the Pelican Cove staff to remove such items the owners will be fined 100 per storm plus the costs of item removal Now is the time to make your evacuation plans Don t wait to gather your supplies bottled water nonperishable food first aid kit etc If you will need assistance evacuating your unit it is important that you pre register by calling the Sarasota County Special Needs Registration at 941 861 5000

MAY 2015 4 Members of the PC Forum on Climate change who met with Representative Vern Buchanan s staff Lois Kostner photo PC Climate Change Seminar meets with Buchanan Staff By George Ubogy A baker s dozen of Pelican Covers met with Danny Bilyeu Field Representative for our local congressman Vern Buchanan on Wednesday March 18 Our delegation Betty and Jack Dollries Roberta and Willard Block Jules Lipow John Ross Marcia Bok Helene Sussman Lois Kostner Jeff Borenstein Ivan Krakowsky and George Ubogy are among those who have been studying the effects of climate change and the measures that might be taken to mitigate its effects under the leadership of Lou Levitt A subcommittee of our study Summer 2015 Roadwork By Jack Stevens Maintenance Coordinator This summer we will be completing the last phase of our major roadwork project We are scheduling this work for June July and part of August It will take place in the following neighborhoods at the listed addresses Bayhouses at 1601 1603 and 1615 1617 Bayhouse Point Drive and 1505 1510 1512 1511 1515 1518 1520 1519 and 1526 Pelican Point Drive Harborhouses at 1525 1529 and 1601 Pelican Point Drive and 1607 1621 and group that had been considering nonpolluting sources of energy generation called attention to the use of thorium as a significantly safer and more inexpensive alternative to uranium in nuclear power plants Measures needed to counteract the economic relocations and dislocations which would result from a decision to drastically curtail the extraction and burning of fossil fuels were enumerated Krakowsky forcefully stressed that it was difficult to exaggerate the importance of this issue as a destabilizer of the nation in general and of Sarasota in particular Three areas were emphasized 1 Our group feels that the nation Florida and Sarasota would greatly benefit from increased attention 1627 Boathouse Circle Treehouses at 1634 1630 Treehouse Circle Parking spots including carport areas are included in this work Parked vehicles in these areas will interfere with roadwork and must be relocated during different stages of the project Please be sure to leave keys for your vehicle accessible in your unit OR have the vehicle removed from the property prior to leaving OR be available on site to relocate your vehicle as required These relocations will typically be for to this vital subject The March newspaper reports of a Florida land management planner being placed on unsalaried leave for discussing climate change and his opposition to the Keystone XL pipeline at a recent meeting of state land planners are alarming That he would be required to obtain medical clearance including a mental health examination before being allowed to return to work are disturbing Climate change is an existential threat to Sarasota 2 The development of safe nuclear energy as an additional supplier of the country s energy needs must be researched and advanced continued on page 11 one day at a time For those remaining on property we will be issuing a proposed schedule for work in your area Once work begins we will keep you updated on significant changes to the schedule and will notify you at least one day prior to needing vehicles relocated This is the final phase of a large scale roadwork project that began in 2013 We appreciate your patience and cooperation in allowing these much needed improvements to be completed

MAY 2015 Connie s Corner By Connie Lang General Manager The grounds crew recently maintained the main road area including the butterfly garden New butterflyattracting plants were installed in the garden The staff will be doing heavy trimming soon They installed a holly tree as a screen and replaced a Hong Kong Orchid tree The carpenters are maintaining the 11th Glenhouse building at 1709 Pelican Cove Road the next building will be 1707 Pelican Cove Road The painters are painting the 10th Glenhouse building at 1715 Pelican Cove Road The recycle dumpster enclosure near 1709 Pelican Cove Road has been expanded We will be reviewing the 5 recycle enclosures during the summer expanding them as we can and building new ones as appropriate With more residents actively recycling and with the County accepting more recyclable items some of the dumpsters are overflowing before the weekly pickup by the County As well it has been taking Waste Management two days to complete the recycle pickup at Pelican Cove We are working with them to improve the pickup schedule as much as possible We replaced the sound management system in the control panel for the Pavilion sound and television broadcast system Funds for this replacement were allocated in the Reserve Fund We continue to use the pipe inspection camera to locate and repair sewer line issues and we are beginning to use the camera to investigate the condition of the storm water drains on the property The staff mailed the Group Club Reservation Forms and Financial Statement Forms to the board recognized Groups Clubs These forms should be returned by June 30 If your group is dissolving your group should turn in a Group Dissolution Form The staff mailed informational letters to Employee of the Quarter Name Carmel Ruiz Bosch Position Human Resources Customer Service Representative Employed Since November 7 2007 Hometown South Holland Illinois Favorite Things about Pelican Cove The beautiful surroundings and having such a great team of employees to work with each day General Manager Comment on above employee Carmel does an admirable job of handling personnel issues administering real estate sales and leases providing accounting data entry and assisting guests in the lobby and does so in a smiling and friendly fashion Runner Up Mike Stockhill Electrician those owners who will be affected by the summer road improvement project As of March the office had assisted with 10 real estate sales as compared to 19 as of March 2014 The new server computer was successfully installed and has been in use for several weeks Recently the staff received 49 work orders in one day from owners who were preparing to leave their units for the summer Office Notes Deed Changes If the deed to your unit changes it is your responsibility to provide the PC Office with a recorded copy Ownership frequently changes after the death of a spouse or if the unit is included as part of a Trust The Association needs to know who the official property owner is not just who occupies the unit Event Scheduling A 2015 16 Reservation Request Form has been mailed to the Chairs of each of PC s Standing Committee and the designated contact person for each Board Recognized Group If the contact person for your group or committee does not receive this information by May 1 please contact Leslie Walter at the PC Office or at leslie pelicancovecondo com These forms are to be completed and returned to the PC Office by June 30 so that the 20152016 activities calendar can be prepared Those submitting requests after this deadline will find their choices limited to the remaining time slots so it is important that this deadline be met

MAY 2015 6 Committee Doings April Following are highlights of the April committee meetings Buildings Facilities April 10 Discussion covered many issues to include clean dryer vents one fire occurred a few years ago install Bocce courts add a tennis backboard limit finishes on outside decks upgrade the gatehouse bring hand rails to second floor units up to 2015 County Code requirements see if grant money is available to help defray the cost of the three catch basins that need to be installed this summer during road work projects and expand the doggy park No further action was taken Communications April 14 A subcommittee was formed to look into new bulletin board possibilities designs they will meet over the summer There will be three Meet and Greets and one New Owners Welcome scheduled for the 2015 2016 season The 2015 2016 season is the 35th Anniversary of Pelican Cove the committee chair will contact the board to begin discussion on celebration activities Finance April 15 A subcommittee was formed to work over the summer to prioritize pending new projects The committee will also examine the cost of staff assistance to support board Approved Clubs Activities and prepare a report for the board The Harbor Committee requested approval of funding of kayak canoe rack expansion up to 7000 The Finance Committee recommended that the Harbor Committee use funds from the General Fund and will recommend this to the board The committee reviewed spending and revenue year to date and both are on target There are no units over 31 days delinquent in payment of maintenance fees Grounds April 8 Harriet Gayle s tours were cancelled due to illness The committee discussed the need to budget for replacement damaged landscaping in the roofing budget A motion was made seconded and approved to join the shell path behind the Pavilion with a fast growing tall shrub to screen the residential side from the Pavilion side The grounds rules were reviewed and a motion was made to keep the rules as is with no changes Harbor April 1 The harbor dredging project was discussed and further action was postponed until survey results are received The expansion of the Clower Creek kayak racks was discussed and the committee took two actions 1 it voted to have to have the expanded kayak area outlined with survey posts in order for residents to visualize the area the expansion would take and 2 it voted to sponsor a Public Forum on this issue to be held at the Pavilion at 2 p m on Monday April 20 See story page 11 Planning April 9 Upon review of the results of the successful owners vote it was agreed that an extensive campaign to get out the vote should be the model for future issues To date the survey has 412 responses compared to a total of 434 in previous years A final report will be submitted to the board along with the committee s recommendations for potential board action on issues raised by the survey results It was decided that the proposed Dispute Resolution Program not be added to the Rules Committee s responsibilities in its charter Instead the Planning Committee will recommend to the board that a Dispute Resolution Committee independent of any existing committees be appointed by the board It was agreed that a comprehensive physical master plan for Pelican Cove should include all elements related to PC s physical space with a special section on ecology In the fall the committee will take up the questions for possible votes of the association membership next year relating to limiting the number of condos that can be owned by resident owners allowing the use of scooters with restrictions and allowing ownership of light trucks under certain circumstances Rules April 20 Although there was a quorum no resolutions were passed The discussion centered on safety concerns regarding gas grills Propane gas can explode and cause a major fire The danger is exacerbated when people place the grills closer than the required ten feet from the dwelling and when they don t empty the containers before leaving to go away An email blast will be sent by the PC Office and an article sent to the PC News alerting residents to this danger and requesting that they report any infractions of this rule to the office This is a safety issue of concern to us all Website Did You Know By Erlinda Rejino Did you know that you can add an event to the calendar using an electronic form Those of you who have activities to schedule can add those activities to the calendar by using the Add an Event to the Website Calendar e form On the current website you click on forms on the left hand menu and then select the Add an event e form Complete the form with the name of the club group committee sponsoring the event the date time and location and a description of the event Click submit and the event is sent to the website administrator for review You will receive a confirmation email and at that time you have an opportunity to submit a picture if you so desire The more we use the electronic forms the more we will be able to increase the efficient use of our staff s time and improve accuracy of the information available on the website

MAY 2015 8 Meet Your Neighbor Sue Spicer By Donna Anderson Sue Spicer and her dog Mason are regular faces on the streets and pathways of Pelican Cove Mason a big young goldador pup half lab and half golden retriever needs to be worked Sue enjoys experiencing the surrounding nature It s beautiful in here from what I hear and I can hear the birds and touch the plants and smell the flowers so it s beautiful to me too They walk together several times daily A chat with Sue is laced with asides to her good looking dog Highly educated Sue holds Bachelor s and Master s degrees in Music Education and in Social Work Life began however with lower expectations What they say is that I weighed 2 pounds when I was born You d never know it now she adds with a grin But I was born at home in the country in Arkansas in a little bitty town that I m sure wasn t even incorporated at the time they didn t put the drops in my eye and I developed a staph infection so I ve been blind since birth Her blindness has never held Sue back The doctor told her parents about a possible opportunity and young Sue was taken to Little Rock to reside at the Arkansas School for the Blind After graduation she attended Henderson State College receiving her first Bachelor s degree She began teaching music far from home setting her on a life track of travel and service I taught 5 years in South Dakota the School for the Blind and Visually Impaired music all twelve grades It was cold cold She loved teaching Then she decided to get a master s at a little college in Aberdeen teaching there as well Sue met her husband while in South Dakota and they married in 1972 His wife died and we got together and as they say the rest is history We traveled a lot Mason lay down you don t do that in front of people that s not nice Let s scratch your tummy We moved to Casper Wyoming and I saw that they had an extension program in social work My husband had just had a heart attack and I became interested in it especially hospital social work and so I went and got a bachelor s at the University of Wyoming Her graduation was followed by a move to Illinois to be nearer her then ill stepdaughter Soon however Sue had extra time I discovered that Champagne had a Master s Program in Social Work She completed it and began working with the chronically mentally ill I loved social work Sue says The only thing you have to remember about the chronically mentally ill is you re going to see improvement and then you re going to see a back slide because of the nature of the condition They ll quit taking their medications because they think they are better Then I taught adult services rehab And I worked with people who were 55 and over and who were visually impaired And oh yes you saw lots of progress there And that is always rewarding I remember one time especially I went down to get a Diet Coke This man who was not well enough to be any place but day treatment said May I help you get what you d like to drink I could have very well gotten it for myself but I said You know what I d really appreciate that So I gave him the money and he got it for me And he was so pleased because he could do something for somebody else I ll never forget that You think you re helping them and sometimes helping them is letting them help you The decision to move to Sarasota was multi faceted Warm temperatures a closer proximity to her sister Kay the 24 hour manned gate house here Pelican Cove University and other programs were factors in choosing our neighborhood Yet retirement has given Sue little time to participate in the daytime activities She is an elected member of her church s board with duties including a lot of visiting and phone calls She s also a member of the Lion s Club of Venice She lunches with a group of puppy raisers weekly and on Wednesday mornings she attends a craft class where she weaves beautiful freeform blue ribbon winning baskets I crochet I play the piano read I watch TV I say I watch TV because you talk the way normal people do you don t come up with special speech for people who are blind I sing in the church choir and play piano for my own amazement and amusement Once in a while I ll play for a nursing home She would play more if she could still reliably memorize music You have to memorize it measure for measure she says because you can t read with one hand and play with both If I could still play classical I would love that And I love to crochet She crochets lap robes for veterans in Tampa and on Tuesday s joins a knit and sew group at church There she stuffs pillows for cancer patients that need cushions to hold after surgery In March Sue and Mason joined many others in Payne Park for the Southeastern Guide Dog Walkathon While final amounts raised will not be known until later this month she more than met her pledge goal Sue enjoys treks to museums and other exhibitions Sculpture is wonderful She s found that some attractions provide Braille maps but going with friends who explain what is continued on page 12
