VOLUME XLIII NO 5 Special Events Government and Neighborhood Relations A New Standing Committee May 5 19 By Ruth A Brandwein Movie Night 7 p m Pavilion For years the Government and Neighborhood Relations Committee was an ad hoc committee long led by Richard Weingarten and more recently by Ruth Brandwein It was called into action when something in the environment was a potential threat In the past it successfully warded off a Home Depot and more recently Cassia Cay a mixed residential and commercial development both just to our north May 6 13 20 27 YRC Coffee Caf 8 30 a m Wilbanks YRC Mediation 10 45 a m Pavilion May 7 21 YRC Game Night 7 p m Pavilion May 9 23 Happy Hour 5 30 p m Wilbanks May 14 28 YRC Storytelling 7 p m Pavilion May 27 YRC Pool Party 5 p m Wilbanks MAY 2019 All the news that fits Under Brian Baxter s leadership this is now a standing committee of the PC board No longer will we be merely reactive We will be proactive in developing relationships with our neighbors including Bay Village Portofino Westfield Mall and the Eide Center as well as our county and state legislators We are monitoring the environment looking at long range as well as immediate issues and will be coordinating with the Bay Water and Environment and Planning Committees Board approved letters have been sent to state legislators on the issue of red tide and water quality as well as pending legislation that would prohibit us from setting time limits on rentals Those bills HB 987 and SB 8224 are proceeding through committees The statewide Community Association Leadership Lobby to which our top staff belong is fighting it Recently a subcommittee met with Harold Mitchell President of the Eide Foundation to begin a very positive dialogue We are exploring the feasibility of acquiring a small area of the outer portion of the Eide property adjacent to Route 41 and the Brookhouses should Mr Mitchell ever be interested in selling We invited commissioner and former state senator Nancy Detert to meet with us and at our April meeting had a most productive dialogue about water quality development traffic Siesta Key parking and the possible future of Westfield Mall and Siesta Promenade We will also be contacting the County Traffic Department regarding the timing of the green light at the intersection of Vamo and Tamiami On Wednesday June 5 the county will hold a summit on water issues including red tide and pollution at Riverview High School auditorium It will be open to the community I will be attending and urge anyone in Pelican Cove who is here at that time to attend You must register online as soon as possible at www scgov net waterrqualitysummit Our current members are Ruth Brandwein chair Barbara Bergman Helene Crawford Wylie Crawford no continued on page 11 Meet Your Neighbor Update 2 Manager s Report 5 Community Yard Sale 10 President s Post 3 Hello and Goodbye 7 Classifieds 14

MAY 2019 4 Board Business A special board meeting was held because our insurance premiums were due before the normal April meeting date The Board approved a resolution authorizing the purchase of flood insurance in the amount of 579 215 for the 20192020 year This separates the property into flood risk zones to minimize the cost The Board also approved a resolution authorizing the purchase of policies for directors and officers crime and miscellaneous coverage in the amount of 114 488 The total insurance costs are within budget The Board approved a resolution empowering the Government Relations Committee and the Board president to send letters to state elected officials stating our objections to a bill that would eliminate our ability to regulate rentals in our community Committee Doings Communications Committee Forty two percent of owners have agreed to electronic voting The committee would like to reach 50 They will contact and canvass owners to try to reach that goal Two letters have been developed for service providers 1 Not to use our recycle bins and 2 To remove waste and not put it in the garbage bins A motion was passed to include information about the Board Committee Expo in the new owners packets An external review board for the PC News and website will be established for a one year term It would be composed of a Board of Directors designee the website coordinator and three owners One owner would be chosen by the Board of Directors designee one by the editor of the PC News and one by the website coordinator The committee voted to ask that this board be developed by November 2019 There was much discussion about the community bulletin boards at the Harbor Club and Pavilion An article is to be placed in the PC News reminding residents about the rules related to the use of the boards Revisions were made to the Communications Media and Policies Guidelines These revisions will be sent to the Planning Committee for acceptance Buildings and Facilities Committee A motion passed to send a resolution to the Board that solar panels be installed on the maintenance shed with no new increases in electricity costs to the community A recommendation was made to wait until the fall to publicize the A C dual float switch for lower and upper units and to have an article in the PC News and a forum to educate residents about the benefit of the switch to prevent air conditioner leaks Geothermal heat for the pools was deemed too expensive with too long a payback period and the committee will not explore it further Signs were recommended to management to be placed at the end of Pelican Cove Road to indicate clear and accurate directions to Boathouse Circle Pelican Point Drive Pelican Pavilion and the Harbor Club Measurements were made for the upstairs bedroom refurbishing They will be available at the May meeting A motion passed to endorse the rule to require water heaters be replaced after 10 years or the end of their useful life whichever is shorter A motion passed that PC owners should instruct their house checkers that sheet item number 3 bullet point 1 should say set the humidistat to ON and set the air conditioning to 78 degrees Finance Committee The proposed budget will be available on September 20 Management will present at the Workshop on September 25 and the Finance Committee is to recommend a budget to the Board on October 3 The committee members agreed to draft their sections of the Finance Committee Tutorial in the Operating Budget section for discussion in November of 2019 There are still four sections of the tutorial to draft Government and Neighborhood Relations Committee Nancy Detert one of the Sarasota County Commissioners spoke to the committee about how district commissioners work is allocated some of her successes and failures while in office and pending state and federal legislation she is supporting She recommended that citizens who want their views to be acknowledged make appointments to speak with individual commissioners one at a time since they are not permitted to meet as a group perhaps on the same day as that is a more effective lobbying technique than signage or protests She told the group that the state has purchased development rights to a number of very large properties which should protect the infrastructure from the consequences of overdevelopment She also said that the proposal to institute paid parking at Siesta Beach will probably pass The committee chair reported on the meeting with Harold Mitchell who is responsible for the Eide property Mitchell indicated at the meeting that they were considering selling off a 14 acre parcel of the property adjacent to both US 41 and the Brookhouses but no price has been set yet The continued on page 12
MAY 2019 Manager s Report By Jack Stevens General Manager We have made substantial progress maintaining and revitalizing our facilities in the last month with the complete rebuild of eleven wood decks To improve the future costs of maintaining these decks all were rebuilt utilizing composite decking which has a lifespan that far exceeds the pressure treated decking materials that are available today Maintaining our existing facilities and improving how long they last and the time needed for future maintenance is and has been a top priority for staff In April the Board approved a resolution for all common walks and decks to receive composite decking This move to improving the life of our structures is something we have been working on for several years We began with the 2016 rebuild of the boardwalk along the Bayfront which received Wear Decking in lieu of pressure treated lumber This walkway has been in place for three years looks new and is performing well We have continued to use composite decking whenever possible as we completed other projects over the last couple years and this new policy of utilizing the material in all areas will improve our community and help control our maintenance costs for years to come As we transition into summer activities we are gearing up to take on other needed facilities work We are already preparing to replace the supports on the large elevated concrete walkway in front of 1505 Pelican Point Drive and completely rebuild the elevated wood walk and seating area that extends from this area to the point at the bay rebuild the Bayfront wood walk and seating area behind 1617 Bayhouse Court and the complete rebuild of the Fishing Dock behind 1511 Pelican Point Drive We will also be rebuilding elevated decks and stairwells at a few locations that needed to wait for activities in the area to slow down before the work could start For those who have already gone north or will be leaving soon have a great summer and we look forward to your return For those who are staying year round I hope you enjoy all of the activities this summer While we hope the storms stay away it is best to be prepared so please be sure to attend the hurricane season preparation meeting which is scheduled Wednesday May 22 see page 6 5 Office Notes Deed Changes If the deed to your unit changes it is your responsibility to provide the PC Office with a recorded copy Ownership frequently changes after the death of a spouse or if the unit is included as part of a Trust The Association needs to know who the official property owner is not just who occupies the unit Event Scheduling The 2019 20 Reservation Request Forms Income Statements and Attendance Records have been mailed to the designated contact person for each Board Recognized Group If the contact person for your group has not received this information they are available on our website at pelicancovecondo com or email leslie pelicancovecondo com or contact Leslie at 941 966 5674 Recycling We recycle here at Pelican Cove The bins are labeled PAPER or PLASTIC Please read the signs before you toss your recycles Waste Management will not pick them up if they are in plastic bags or if boxes are not broken down or if the bins are filled with trash An Early Earth Day Present for Pelican Cove By Pauline Williams If you were strolling along the boardwalk on the morning of April 3 you may have heard thrashing grunting and groaning within the mangroves and edges of the boardwalk Never fear it was not some large creature but just seven of your neighbors volunteering to give Pelican Cove an early Earth Day present Equipped with our grabbers and gloves we started from the small gazebo on the Cove and gathered bag after bag of trash all the way to the sunset dock on the Point We collected the usual plastic bags bottles and Styrofoam but also plates fishing lures a metal spoon several single shoes and even a bait bucket Several volunteers also did some weeding pulling grass and moon morning glories off of the mangroves It was a beautiful morning a great way to exercise and a fulfilling environmental project for Wendy Benkley Caryl Halle Cantor Shari Hatem Cherie Kiesler Bill McKay Betsy O Brien and myself We hope you enjoy the improved view from the boardwalk Happy Earth Day

MAY 2019 7 Please join with the Harbor Committee in thanking Jeff for his long and faithful service and welcoming Rene and Rich boat slips 6 and 73 to their new assignments New Harbor Master Rene Bernier New Harbor Master Rich Finkle Hello and Goodbye to our Harbor Masters By Dee Tashian Harbor Committee Chair After 12 years of loyal and dedicated year round service as Harbormaster Jeff Fernald has decided to retire from this key role within the Harbor Committee During this period nothing got by Jeff No one knows the harbor better than Jeff If there was a boat in peril Jeff was the first one on the scene armed with pump lines you name it to stabilize the situation often before the owner even arrived Jeff s vast knowledge and experience around boats and harbors has been a huge benefit to Pelican Cove Fortunately Jeff has agreed to remain on the committee for the time being At the last committee meeting Jeff was recognized for his service and presented with a bottle of Siesta Key rum rum being something every boat captain or enthusiast values The harbormaster plays a very important almost essential year around role in keeping the harbor a safe and enjoyable place Residents with boats rely on the harbormaster to keep watch over their boats and equipment Given the broad and demanding responsibilities of the job the committee agreed to replace Jeff with two people creating a shared role Effective April 1 2019 Rene Bernier and Rich Finkle began their new roles as joint harbormasters Both are fulltime owners and will coordinate who will do what and when Both have boats in the harbor and come with a vast history of boating experience and adventures The harbormaster works with boat owners to determine suitable slip assignments docking techniques hurricane preparedness and the harbor and boating rules and regulations that are detailed in both the Rules We Boat By and The Rules We Live By The harbormaster signs off on slip leases with final approval by management and supervises the day to day operation of the harbor in coordination with management by making weekly inspections of the boats and docks and reporting any decking equipment piling water electrical or safety issues to the PC office Meet our new neighbor Wally Have You Noticed a New Pelican Cove Resident By Carol Poll Basse There is a new Pelican Cove resident swimming fairly regularly in Clower Creek The new resident is an American alligator Alligator mississippiensis It is a small one about six feet and relatively thin Florida alligators vary in size but usually they are between six to nineteen feet and have black scales with broad rounded snouts Generally alligators live in fresh water but apparently our alligator likes our brackish swamp like conditions Our resident alligator has been nicknamed Wally the Gator by PC fisherman Rich Bianchi Betty Dollries has become a regular gator watcher and has seen it several times Feel free to call the alligator Wally or whatever you want Regardless it is grand that we have a variety of birds and other critters also enjoying our beautiful Pelican Cove even if they don t pay rent Photo of Wally the Gator taken on April 4 2019 by Carol Poll on Clower Creek MOVIE NIGHT By Earl Kaplan Two movie nights this month Sunday May 5 and Sunday May 19 at 7 p m at the Pelican Pavilion Watch for more information on the PC website www pelicancovecondo com Movie Nights are open to all residents and are sponsored by the PC Social Club
MAY 2019 8 The Commodores played for the group Pelican Cove Yacht Club By Den McCrumb The PC Yacht Club held its final rendezvous for the season at the harbor gazebo Sixty six members and guests enjoyed brats dogs and an assortment of wonderful side dishes Rear Commodore Garth Henning manned the grills and Dennis McCrumb Commodore and Marc Rose Vice Commodore entertained the crowd with a boating song Members of the Siesta Key Sailing Club were recognized for their sailing achievements this season Jules Lipow was introduced as the sailing champion for 2018 19 and was awarded the Commodore s Cup by the SKSC captain Charles Kilbourne The Yacht Club will continue during the summer season with the rendezvous organized by Garth Henning Pelican Cove residents who have a power boat sail boat kayak or canoe are invited to join the Pelican Cove Yacht Club For more information or a membership application contact Den McCrumb dennis mccrumb wmich edu or 269 506 3775 Duo with sax player and Renesito Renesito Brings Up the House The Pavilion was packed with over 150 folks who came ready to clap dance and sing along with Cuban artist Renesito Avich his drummer and saxophonist Renesito not only played the myriad of instruments he is proficient in but explained the songs origins and essence It was a night of joyful comradery bringing us closer as a community It was gratifying that each attendee donated 5 and we were able to pay the performers entire fee from what we took in It is only through donations that we are able to bring in outside entertainment and we thank you for your generosity at all Rounders events Jules Lipow won the SKSC Commodore s Cup Folks filled up the room and the dance floor

MAY 2019 10 Fabulous items from books to Chinese fabrics Coordinator Ilene Shane with Brian Baxter and Karen Farkas Community Yard Sale a Wild Success By Ilene Shane Saturday April 13 was Pelican Cove s first community wide yard sale The turnout was fantastic and the event was as much social as it was commercial It was a sunny day and it was great to see all our neighbors as they strolled among the tables Over 39 tables encircled the front lawn of the Wilbanks with at least 25 sellers displaying their wares Tables included household items books clothing dishes art pictures of furniture for sale and much more One of the most popular items was a table filled with magnificent antique Chinese embroidery Also included was a table with free items with donations for the Rounders a table to raise additional money for new lighting for the Art Show a voter registration table and a table selling books for charity When the yard sale was over sellers boxed up items they wanted to donate and Colleen and Bob Gibson arranged for a truck to bring the donations to Grace Church Ilene Shane Linda Wolf and Brooke Jaron are already talking about next year s sale Stay tuned Everyone came away with something useful we think Can we make a deal Photo by Barry Bub Pelican Cove Painters By Karol Ames A crew of three have the huge job of painting our properties They take extra care to cover shrubs and plants as well They are left to right Kean Carmell Matt Vail and Eric Freidhof Thanks guys for a great job PC s painting team

MAY 2019 12 Fiber Arts By Erlinda Rejino The Fiber Arts Group end of season meeting was well attended and signaled some exciting changes for the group First of all the group will continue to meet the second Monday of each month May through November Betty Dollries Leslye Simon and Kathleen Jaeger will lead through the summer and early fall Beginning in the fall the group will expand by adding a Knitting and Crocheting Circle KCC which will meet at least monthly in the evenings to provide a forum for exchanging ideas and patterns and learning together for these specific fiber forms Next season the group is planning local outings to fiber events a half day focus session on a topic to be determined and continuation of workshop sessions on the fourth Monday of the month Details for these will be shared as they approach Committee Doings from page 4 committee discussed the obvious advantages of acquiring the parcel what it could be used for and possible sources of funding The committee liaison agreed to look into the authority of the association to acquire property The committee discussed the possible ramifications of a bill currently pending in the Florida Legislature apparently on a fast track to make the legislature rather than local governments and presumably homeowners and condominium associations exclusively responsible for laws authorizing or restricting short term and seasonal rentals Because this could impact the entire Sarasota community and potentially Pelican Cove it was agreed that Donna Infeld would begin a draft of a letter from the committee on behalf of Pelican Cove protesting such a move and the committee would try to get the letter and a resolution approving the letter on the agenda of the Special Board Meeting on Tuesday April 9 since time is of the essence Grounds Committee PC has a table at Selby Library downtown for Earth Day on Monday April 22 The boardwalk cleanup went well with weeding in mangroves and the butterfly garden Color will be added to the promenade with some bromeliads and plants that were recommended by Michael Williams The committee Pickleball Anyone Anyone interested in playing Pickleball year round please contact Daenah Rose at 805 684 6620 discussed our irrigation system and what it will take to replace it over a long term and also how to get water to the south fence line landscape Harbor Committee Jeff Fernald was thanked for his 12 years of service as the harbormaster Marine engineer Kristy Tignor reportedly may be able to continue pursuing the permit herself for the new bayhouse point launch however another survey is needed in June to look for traces of sea grass Management presented a revised drawing that Tignor is using to support the permit process After discussion a motion passed to add a third float 10 x 80 between the EZ launch and the float attached to the ramp at an additional cost of about 1 950 Doug presented three contractor bids for constructing the dock also on file in the PC office Adding a third platform will likely change the bids so no action was taken It is unknown how Tignor will respond to the committee s recommendation so this project continues in development and permit phase An owner asked if any trees would be cut down and the answer from management was none The committee recommended no further action be taken to expand the test for dockside kayak racks given the high cost 200 per rack compared to building on land at 45 per rack The two kayaks on the rack in slip 82 belong to David and are there to show residents the inherent difficulties in using this concept Progress has been made by management and the electrician on lighting improvement between slips 86 and 60 Members of the committee inspected this section at night and recommended a couple more lights in selected spots and continued on page 13 New Owners NEWCOMER Joseph Friedman Domenic Judith Maddalena Barbara Schenk UNIT GR242 GL436 BA230 FROM CITY STATE COUNTRY Mattituck NY 11952 Cranston RI 02920 Huntington NY 11742

project continues at a pace controlled by Mike the electrician The subcommittee shared results of the test to find out what is working not working among other things regarding cameras The test clearly reveals the lack of any real value benefit It was proposed to do nothing or replace the cameras given that the cable wiring and junction boxes are already in place The committee agreed to table taking any action until the next meeting providing more time to consider the even bigger issue of surveillance and security at strategic points around the entire property It was emphasized PC does not provide security at this time Insurance Committee Harvey Sheldon and Jonna Bliss representing Risk Strategies made a detailed presentation to the committee on our flood miscellaneous property and equipment and liability insurance policies No vote was taken on any item in the proposals Events placing demands on our Insurance Loss and Insurance Renewal Funds was discussed A discussion ensued concerning how downstairs unit insurers handle claims originating from upstairs units The committee discussed what can be done to ensure unit owners maintain the bylaw requirement of an HO6 policy Darren B Howard of Atlas Insurance presented a proposal regarding the following types of insurance coverage Commercial crime directors and officers liability employment practices liability and cyber crime The proposed premium for this coverage is approximately 9 000 compared with 7 000 for the expiring policies A portion of the increase 500 is attributable to a change in the insurer There was a significant increase in the cyber policy The committee also received optional quotes for the following General Liability Coverage Umbrella Coverage and Environmental Impairment and Pollution Liability Coverage Darren Howard will also provide information regarding Fiduciary Liability Insurance A motion requesting management to explore the purchase of environmental and pollution coverage was passed Management was asked to arrange for our two brokers to present the similarities and differences between the coverage provided by their competing proposals It was understood that this comparison might take time beyond the April 9 board meeting and could potentially result in a substitution to our currently renewing policies Management will also evaluate fiduciary liability coverage and make its recommendations to the committee The Committee approved the following resolutions the purchase of flood insurance coverage for the period April 15 13 2019 to April 15 2020 through Risk Strategies Company for a total premium not to exceed 580 000 And a the purchase of general liability insurance umbrella liability insurance ordinance and law coverage and coverage for miscellaneous property and equipment and docks for a premium not to exceed 106 000 and b the purchase through Atlas Insurance Agency of Commercial Crime Insurance Directors and Officers Liability Insurance and Privacy Network Security Coverage for a total premium not to exceed 9 000 Planning Committee The Space Odyssey suggestions were compiled and summarized with some common threads throughout all tables and across all topics This summary will be further refined by the sub committee and presented at a later board meeting For the May board meeting the Planning Committee is preparing a proposal to expand the existing Ad hoc Space Utilization Committee to have representation from key groups such as exercise music arts and PC University to work with management to optimize the utilization of space Rules Committee The committee revisited the recommendation from the Buildings and Facilities Committee that the Pelican Cove rules require each resident to file a form with the office annually giving the dates the resident will be away from Pelican Cove and the name and contact information of the resident s house checker The rules also require that before leaving for more than two weeks the resident leave the house checker a sign in sheet in a conspicuous location in the home with a list of items to be inspected and checked off After extended discussion and a careful review of the existing rules the Committee again voted to reject the recommended change in the belief that the issue is already addressed in Subsection H5 on Page 28 of the Rules book and by office procedures already in place After extended discussion and resident input two new rules relating to facilities usage were passed Only the Board Board committees and Board approved clubs and groups may reserve space within Pelican Cove facilities at no cost The rule relating to use of the tennis courts G4 on page 11 shall be revised to provide that Court 1 at the Pavilion will be used for Pickleball only IN MEMORIAM We mourn the
