NOVEMBER 2015 3 President s Report Fall has been a very busy time here at Pelican Cove While our grounds and maintenance crews have been working hard to complete summer projects and prepare everything for the upswing in our resident population and activities our management team and Finance Committee have framed the budget proposal for 2016 and the General Manager Search Committee has completed its work to recommend a new General Manager I hope that you will share my pleasure and gratitude for the fine teamwork between our staff and residents that these accomplishments represent and celebrate the selection of our Acting General Manager Jack Stevens as our new General Manager There is more elsewhere in this issue about Jack but suffice it to say that it speaks very well of the careful development of our staff by our former General Manager Connie Lang that we are able to make this promotion from within our organization The arrival of budget time each year tends to generate a good deal of uncertainty and concern over the amount of increase in our maintenance fees that will result I d like to take a moment to offer some perspective on the process by which our monthly maintenance fees are established each year and why the change in the amount of increase from year to year is so variable Consider this This year the total expenses in the proposed 2016 Pelican Cove budget increased by 2 8 over the total expenses in the 2015 budget At its October 20 meeting the Pelican Cove Board of Directors adopted the Finance Committee s recommendation that the 2016 monthly maintenance fee be increased by 2 8 percent One could be forgiven for thinking that the amount of income generated in 2016 by the increased monthly fees has been calculated to exactly offset the projected increase in the association s total expenses for next year That would seem perfectly sensible expenses go up by a certain percentage and the monthly fee income rises by the same percentage But that s not the case The fact that the expense growth rate and maintenance fee growth rate are the same is purely coincidental In fact the 2 8 increase in 2016 s monthly fee revenue falls short of offsetting the Association s 2016 budgeted expenses by nearly one percent It would take a 3 7 increase in monthly maintenance fees to fully offset the projected rise in total expenses What s going on Monthly maintenance fee revenue is not the only source of money available to offset the association s projected expenses in a given budget There have been years for instance in which the association has received a financial windfall such as the incentive payments rebates made by Verizon and Comcast in return for contracting with them or the one time financial benefit we received a few years ago by moving to a pooled method for funding reserves Monies like these received during one year have been used to lower or even eliminate the required maintenance fee increase in the next budget year Other years budgets including the proposed 2016 budget offer the realistic prospect of an operating surplus in the current year This allows the association to borrow funds from the General Fund to reduce the amount needed from monthly maintenance fees in the coming year and to repay that loan when the operating surplus is actually realized booked and certified by the annual audit In a few instances to minimize maintenance fee increases the decision has been taken to make a transfer from the General Fund into the next year s budgeted revenue stream without planning subsequent replenishment a practice that is financially questionable absent exceptional mitigating circumstances and certainly not sustainable in the long term The variation in the amount of these other revenue sources that are applied to the budget income projections is what upsets the relationship one might otherwise expect between the percentage rise in expenses and the corresponding percentage rise in monthly maintenance fee charges Finally here are two facts that are very important to understand in all of this First unless some way is found to radically alter Pelican Cove s cost structure we can expect the association s total expense growth to maintain the approximately 3 annual rate that it has averaged over the past five years And second there are certain to be years in which those additional revenue sources are not present to come to the rescue to reduce the amount of maintenance fee dollars needed to offset the association s projected expenses for the coming year It is in those years when we must expect the percentage increase in our individual maintenance fees to reflect the actual percentage growth in total expenses Mark Your Calendars December 9 Town Hall Meeting December 11 Lighting of the Fleet December 13 Social Club Holiday Party December 21 Cultural Events

NOVEMBER 2015 PC 35th Anniversary Celebration November 15th By Linda Wolf and Beth Duggan By now you may have heard that there is a party a celebration coming your way PC s 35th anniversary celebration will take place at the Pelican Pavilion on Sunday November 15 from 3 to 5 pm Everyone is invited to attend There will be no charge for the event which is sponsored by the Social Club and by members of the Communications Committee among others Tickets will be required and these will be distributed on Thursday November 5th from 10 a m to 12 noon in the lobby of the Pelican pavilion If you will not be able to come and 7 get your ticket call Beth Duggan at 941 350 6111 or Rita Weingarten at 941 918 0306 Pelican Cove is an extraordinary place Each association president manager employee and hundreds of volunteers have made substantial contributions to the community that we live in today In the past five years we ve been reroofed repaved replumbed and tenderly cared for our landscape We continue to be inspired by the diverse courses offered by Pelican Cove University and our arts program has expanded dramatically So come to the party where we will celebrate the original founders and their vision to create our association We will have music food and frolic Come and meet new residents and those who you may not have met in this wonderful community It s budget time and the question being asked is why did my maintenance fee go up my social security check did not increase at all In addition The GM for the early part of this period reduced the budget and the amount of the maintenance fee by deferring required maintenance We are now paying the price for that Our budget has been driven up in excess of 3 per year due to the addition of the required work never done during that period The answer is that the Social Security cost of living index counts different things than the Pelican Cove Budget The major elements in Social Security COLA are food 15 Housing 42 Transportation 18 and Medical Costs 6 Most of these categories have declined in cost over the past few years although most are now on an upward track What does this represent in terms of dollars Our contribution to the reserves declined 30 and saved us a total of 114 000 in 2014 over what it cost in 2010 However our salary and benefits increased 11 over the period yet cost an additional 186 307 Insurance costs went up 20 over the four years and cost us an additional 224 848 in 2014 Five major elements comprise 98 of the Pelican Cove Budget Insurance 27 employee salary and benefits 39 contributions to reserve funds 7 utilities 14 grounds and maintenance supplies and equipment 11 We can expect health care costs to increase faster than the rate of inflation and a hurricane or two in Florida would send our insurance rates through the roof although we do have well funded reserves to cushion such a sudden increase Our other major cost elements are also likely to increase What s the Deal with the Budget By Bill McKay Bill holds the position of Treasurer on the Board of Directors What happened to the PC Budget from 2010 to 2015 Some things declined in cost or increased at a very small rate Contributions to the reserve fund declined a total of 30 Utilities increased only 4 or 1 per year going from 664 469 to 690 983 Unfortunately these are the two items in our budget which cost us the least and the savings were the smallest Reserve contributions will begin increasing again in 2016 because the decline was caused by a change in the way we calculated reserve funding rather than a decline in the amount of the reserve fund Utility costs have been stable but will probably start rising The more expensive areas of the budget increased at a higher rate Grounds and maintenance materials and equipment increased 9 or 2 25 over the period Employee salary and benefits increased 11 this during a period of depressed wages Insurance went up 20 or 4 per year during a period when there had been no hurricanes touching down in Florida So what does all this mean Overall our costs are going up at a rate of 2 5 3 per year and we do not have much control over those costs There are practical limits on what we can do about the cost of insurance or the cost of employee health care Our buildings are 35 or more years old and need lots of maintenance We live in a beautiful 70 acre botanical garden and it costs a lot to keep it up If we want to maintain our current level of services we are probably looking at an annual increase of 2 5 3 per year for the foreseeable future REMINDER Flu Vaccination Clinic Friday November 6 At the Pavilion 9 to 11 a m

NOVEMBER 2015 Tales Out of Pelican Cove Project When Miriam Weiss wrote a tale for the Tales Out of Pelican Cove writing project she had no idea that opening a window into her past would be just the My Experience as a WAVE By Miriam Weiss It was the early 1940 s I was a young bride playing house in my new home when the draft notice came My husband was called into the service After much discussion we decided to sell our house I became a camp follower one without an anchor content to travel anywhere in the United States and stay in various types of abodes a hotel room a room in someone s house a rented space for longer stays so I could be close to my soldier husband As a camp follower I crisscrossed the country three times traveling by train south east and west Reality hit when my husband was notified that he was bound for the Pacific whereabouts unknown There I was homeless and rootless With a war raging there was only one thing to do I joined the Navy and became a WAVE This was when my real adventure began I was living in Fresno California at the time After going through the initial procedures of volunteering I embarked on a troop train filled with other young apprehensive females bound for Hunter College in New York City That night lying in an upper bunk I cried myself to sleep At 5 a m the lights came on and I awoke to a male voice shouting Up and at em That was the beginning of my naval career I was stationed on the sixth floor of an apartment house in the Bronx which was cleared of everything except beds These had to be made taut and were white gloved by a young ensign Every morning we were mustered down six flights of stairs outside only officers were allowed to use the elevators where we removed the bobby pins from our hair lined up and in the dark and icy cold we marched in formation around a reservoir until we reached the blessed warmth where breakfast awaited us For all the hardship I never felt healthier in my life Wearing the navy blue uniform of the WAVES was a wonderful experience and gave me a great sense of pride 9 Office Notes BOD Committee Meetings The Board of Directors and committee meetings are back after taking the summer off Agendas must be Culinary Education Affiliated with the James Beard Foundation the Manhattan school was and is prestigious a one year 40 hour a week program in a 42 000 sq foot facility The foundation regularly hosts 5 course dinners featuring world famous chefs They charge high prices and garner capacity crowds Being in school it was stageire interning You would work with whatever chef came in so it was a really good experience After graduation Rob worked as a line cook You move up you know line cook and then sous chef then executive chef For a time he worked at the tony Sea Grill in Rockefeller Plaza Was that living the dream Well yes and no In the profession working in NY in a good restaurant is kind of a pinnacle But in December I didn t see daylight for a month because of that darned tree I got to work so early the tree wasn t even lit The only light came from the fountains with homeless guys wading around collecting change I used to be on the subway early before the cops rousted the bums So you re strap hanging the entire way from Queens into Manhattan Culinary school provided Rob with more than credentials He met his energetic and gregarious wife there our own Judy Limekiller Pelican Cove s resident real estate agent Rob was about 8 months into the program when Judy visited the school to check out their pastry curriculum She was handed off to Rob to trail him for the day Some of his friends had planned a fishing outing over the weekend Judy had never been fishing He invited her along and the rest as they say Judy Rob honeymooned in Miami and traveled up the west coast falling in love with Sarasota en route It took NOVEMBER 2015 another 2 years before they found Pelican Cove but they bought on the spot Though Rob soon gave up cooking and has enjoyed various subsequent careers he has never rethought that move They arrived in 1999 when he was just 30 Sixteen years later Rob continues to vie for youngest owner Do you remember George at the gate I think it took him two years before he finally realized I wasn t visiting my grandparents Rob has never thought about relocating High school experience with landscaping crews has given us a devoted Grounds Committee member one who knows horticulture and is happy to contribute Recently he ran for the board and attends every meeting possible He is happy to log volunteer hours in a place he loves so much This is home Once Rob commuted to his own restaurant in Costa Rica Now he boxes bikes plays tennis swims and reads Rain is named after fictional contract killer John Rain He enjoys an occasional paddle hosts a dinner party or two works as a phlebotomist at Sarasota Memorial and contemplates further courses to move him into the ER He is a quiet man who slowly reveals an easy to miss yet unmistakable kindness He welcomes a cupcake bearing grade school neighbor like royalty Definitely come back Haley and lavishes attention on their massive dogs He acquired his real estate license to help Judy A favorite date is going to the shooting range together for target practice But no hunting he says Spear fishing is the closest to it It is a great day when he can cast a line with his niece and nephew At Rockefeller Plaza Rob added his own gently worn sneakers to the shabby pairs waiting as men fished those chilly fountains I d just kind of drop them off The flip side of his wife s outgoing personality Rob says I went to one of those social club events about a year ago and it was fine because they gave me a job to do I got to grill I m socially awkward but somebody has to do more than just talk The world needs workers too Wherever he goes in the future it is certain that Rob will carry with him that personal warmth bestowing the feeling that you are worthy and that MOVIE NIGHT he is there Earl Kaplan to serve Definitely Two movie nights this come back month Sunday November 1 and Sunday November 22 at 7 p m at the Pelican Pavilion Watch for more information on Channel 195 or the PC website www NOVEMBER 2015 The Founders of Pelican Cove By Donna Anderson Thirty five years ago this month condominium owners from 17 individual associations voted to merge as one Those voters are known today as our Founders In 1995 at PCCA s 25th anniversary 83 from the original slate of 731 voters still lived in Pelican Cove Ten years later that number has dwindled considerably As a relative newcomer I decided check in with the 30 odd remaining Founders to learn what they remember and what they continue to enjoy The History of Pelican Cove reports that in 1979 we were demographically diverse in age nationality career path and talent Many were recognized nationally and internationally including a Triple Crown winner and a Presidential Medal of Freedom recipient The book also records the merger as a period of somewhat tense negotiations Each of the 17 associations had to support consolidation by an 80 affirmative vote Also needed was 100 agreement from the mortgage and lien holders Non participation was equivalent to voting no so stakes were high Each neighborhood appointed a captain to help explain the ramifications of staying separate One Founder remembers the Grovehouse captain promising to take a recalcitrant owner out to the woodshed After that the measure passed she says Florence Baldwin Farharbor remembers little about the merger but tells of an Elling Eide peahen that habitually climbed her steps She pecked at my door every day I loved that bird she says Never mind that some recall peacocks only as deafening defecating fowl Others like Florence remain transfixed by their singular beauty Her daughter wants her to move to Arizona She ll go but on the condition that the new place is just like this The younger woman says Mother there is no place like Pelican Cove Dorothy Dorocke lives in Glenhouse and was at one time both president of the Social and the Singles Clubs At the time of the merger she was still working in Chicago and doesn t remember anything about all that folderol What she does remember is that maintenance fees were 92 a month and the breath taking beauty of the azaleas that once were planted in her surroundings It was like a fairyland she says Both Jean Germain Grovehouse and Margaret Nemeth Glenhouse chuckle remembering their husbands At the time each couple purchased units there was a pond on the other side of Vamo Rd The harbor wasn t yet in but launching sailboats into water just across the street seemed enticing to the men Jean remembers saying Not on that pond It was the settling pond of the Vamo Sewer and Water Company servicing Pelican Cove and it smelled like crazy she says One event she didn t witness but which became legend involved Mae Wilbanks Mrs Wilbanks an amateur horticulturist would watch the pavers from her house Daily she would run into the street yelling Don t you take down that tree We have her to thank for the remarkable beauty here and according to Jean the little roundabouts that pocket our streets James Gillespie Harborhouse bought without Dolores even seeing the complex He doesn t remember much about the vote but remembers well the fishing tournament he 11 started which ran for four years involving fifteen plus boats Thousands of dollars worth of prizes were given at each competition all donated I told them this is not for a good purpose They couldn t give me enough Muriel Hendricks Grovehouse says that some people were not willing in the beginning to support a merger Stan her husband was a lawyer He was able to convince one holdout that the deal was the best they could get Stan was also responsible for starting the Supreme Court class at PCU He was a founder of the Jazz Club of Sarasota in the 1980 s and began a group here Muriel continues to be active and very happy I never want to move she says Elaine Lersch Bayhouse was 29 years old when she bought a publicity coordinator for Ringling Bros and Barnum and Bailey Circus In 1983 she returned to teaching She was busy Nothing much about the vote struck her but she remembers well the excitement when the harbor was dredged and when the old Pavilion was demolished People took pictures Recalling mostly a roof and screen structure she couldn t wait to see the new building Anthony and Helen Lingrosso Bayhouse say that the greatest discussions involved ownership of the harbor a decision made a year after the merger On the latter they remember only that everyone was asked to help people understand why one community would be an advantage John Prince Harborhouse says For most of us the merger was of secondary importance Live a Million Dollar Lifestyle read the big sign going south on 41 Since everybody likes to live like a millionaire we turned as indicated right into Vamo Road straight to the PC sales office We looked over the construction plan bought and as happy Millionaires moved into our condo in the fall of 1979 Signed John Prince a happy camper Arthur Seidelman Grovehouse says that Walmart was used as an example The more people buying if you re together the better the deal insurance etc He credits Norm Sherman for helping people understand He ran a good meeting Arthur says Annette Sherman Norm s wife no longer lives in Pelican Cove but Edie Zolondek Harborhouse remembers her as influential and as the Lady in the Hat Annette continues to star in and produce Annette TV here in Sarasota She says that Norm was the first president and early on made a stink about Sarasota Square Mall going in He started the Social Club with a dozen families pot luck style Friday nights were BYOB She remembers the fun but says there were numerous problems around the vote So many legal things Justin Spring Grovehouse quips I m an artist I live in an ivory tower He is a poet video artist and novelist so it is surprising that Justin notices anything outside his second floor loft Other than casting a vote he remembers little about the merger He was however involved with the Big List of unresolved construction items in his area It resulted in a law suit against the developer that was eventually settled out of court Justin was the clipboard guy Larry Tracy Harborhouse doesn t remember any dissension during the vote What remains remarkable to continued on page 13
